A mail to me; a mail to all

Have you ever come across a situation where you send a mass mail to people, asking for their opinions and approval of something… You’ll receive emails directed only to you (no one in the cc list) with words of encouragements or approval; and emails sent to all (and even with new recipients on the list, e.g. CEO, head of your department, head of his department…) with issues, disapproval, unhappiness etc.

You get the drift. I wonder what’s in these people’s minds. A logical reason that I deduce, saying okay to me alone means a chance to say no still… in case someone came up with a brilliant idea so that you can agree and gang-bash
